  • To advise the Secretary for Health on the authorization of a vaccine for preventing, protecting against, delaying or otherwise controlling the incidence or transmission of the specified disease based on available data and scientific evidence concerning the safety, efficacy and quality of the vaccine;
  • To advise the on the scope of use of the vaccine to be authorized, including but not limited to the indication, dosage, contraindication, precaution and risk management plan;
  • To provide recommendation on matters related to administration of the authorized vaccine;
  • To provide recommendation on any conditions to be imposed on the authorized vaccine and the vaccine manufacturer/supplier; and
  • To advise on the revocation of the authorization of the vaccine.

  • the independent assessment of potential causal links between Adverse Events Following Immunization (AEFIs) and COVID-19 vaccines
  • reviewing serious AEFIs and providing expert opinion
  • advising the Secretary for Health and the Advisory Panel on COVID-19 Vaccines on AEFIs, and
  • advising the Director of Health on COVID-19 vaccines and immunization safety-related matters.
